County Commissioner Richard Phebus - District 5

Dick Phebus has been a county commissioner serving the city of Martin for 16 years. First nominated to fill an unexpired term in the old 8th District of Martin in 1988, he has been reelected to the county commission for four consecutive 4 year terms since 1990.
Commissioner Phebus currently serves as Chairman of the Weakley County Commission, being selected by his peers for this position in September 2004. Phebus also serves as chairman of the Finance Ways & Means Committee and is a member of the body's Health, Education and Economic Development Committee, the Financial Management Committee, and Rules Committee.

Commissioner Phebus is a Certified Public Accountant and is currently a finance consultant for the University of Tennessee's Municipal Technical Advisory Service, having served in that capacity since 1985. Prior to that he served as a field consultant and Assistant Director for the University of Tennessee's County Technical Assistance Service from 1973 to 1983 and as Controller for Western Monetary Consultants located in Fort Collins, Colorado from 1983 to 1985.
Phebus graduated from Vanderbilt University in Nashville with a B.S. and M.S. in Electrical Engineering. In addition to his service with the University of Tennessee, he is also active in the Tennessee Society of CPAs, the American Institute of CPAs, and serves on the Executive Board of the Tennessee Governmental Finance Officers Association and the Board of Directors of the Local Government Data Processing Corporation in Columbia, Tennessee. Phebus also serves as Deacon and Sunday School Teacher and Treasurer for the Martin Church of Christ. His volunteer work includes past service as Chairman of the Martin Regional Planning Commission and Martin Board of Zoning Appeals.
Commissioner Phebus and his wife Nita reside at 601 S. Lindell Street in Martin. They have two children; Jay Phebus of Memphis and Kelly Davis of Nashville, and three grandchildren.
